Overview
On July 2, 2025, a California company called Rainmaker Technology Corporation flew a cloud-seeding mission near Runge, Texas. Two small clouds were treated with roughly 70 grams of silver iodide — about the weight of a deck and a half of playing cards. According to the company's chief executive, Augustus Doricko, both clouds dissipated within hours.
On July 4, the Guadalupe River rose the height of a two-story building in less than an hour. In some stretches it came up 26 feet in under 45 minutes. Rain fell at up to four inches an hour across the Hill Country. At least 135 people were killed, including roughly three dozen children, many of them at summer camps along the river in Kerr County.
Runge is about 150 miles from Kerr County. The interval between the two events was 48 hours. That was enough.
The Claim
Within a day of the flood, posts identifying the Rainmaker flight as the cause were circulating with millions of views. The strongest versions did not argue that seeding had made the rain heavier; they argued that the flood had been produced deliberately, and that the coincidence of dates was the tell.
Representative Marjorie Taylor Greene promoted the connection and shared legislation that would make weather modification a felony, posting alongside it a photograph of Rainmaker's chief executive. Rainmaker employees received threats. Doricko spent the following weeks explaining the physics of his own industry to a national audience that had, in most cases, not known it existed two days earlier.
What Cloud Seeding Actually Does
Cloud seeding is real, commercially routine, and about a century old in concept. Silver iodide crystals have a lattice structure close enough to ice that supercooled water droplets in an existing cloud will freeze onto them, growing heavy enough to fall. Texas has run seeding programs for decades, principally to add marginal rainfall over agricultural districts.
The operative word is existing. Seeding cannot manufacture a cloud, cannot pull moisture into a region, and cannot alter the atmospheric setup that decides where storms form. Effect sizes in the peer-reviewed literature run in the range of a few percentage points of additional precipitation from a system that was going to rain anyway, and even that is difficult to measure, because proving what a specific cloud would have done untreated is not something the atmosphere allows you to test twice.
Meteorologists said so directly. Houston's Travis Herzog: cloud seeding cannot create a storm of this magnitude or size. Matthew Cappucci said seeding played no role whatsoever. Scott Padgett pointed to the actual mechanism — steep Hill Country terrain, thin soil that sheds water rather than absorbing it, and a stalled convective system feeding on the remnants of Tropical Storm Barry, which is the textbook recipe for flash flooding in that specific landscape. Senator Ted Cruz said there was zero evidence of anything related to weather modification, and Texas Agriculture Commissioner Sid Miller dismissed the claims as well.
The Part That Did Not Behave Like a Rumor
Ordinarily this is where a viral misattribution fades. This one legislated.
By the time the 2026 sessions were underway, restricting or criminalizing atmospheric intervention had become a live policy program rather than a fringe demand. Trackers counted 37 states with proposed bans on solar geoengineering, weather modification, or atmospheric aerosol release, alongside federal proposals. Tennessee had enacted a ban in 2024. Florida followed in 2025 with SB 56, which discarded the state's existing licensing regime in favor of a flat prohibition, classifying unauthorized geoengineering as a felony carrying up to five years in prison and fines up to $100,000. Louisiana enacted its own. Texas moved SB 1154, sponsored by Senator Bryan Hughes, to bar government-run weather and climate modification, with carve-outs for conventional cloud seeding and an exemption for contracts signed before its September 1, 2025 effective date.
The bills tend to share a structure: they ban a large-scale technology that is not currently deployed anywhere in the United States — stratospheric aerosol injection, solar radiation management — while treating the small, licensed, decades-old business of seeding clouds over farmland as the visible edge of it.
Two Things Being Argued at Once
The result is a debate in which the participants are frequently not discussing the same object.
Solar geoengineering is a genuine subject of scientific and governance concern. Deliberately altering the planet's radiative balance would have cross-border consequences, no established liability framework, and no mechanism by which the world could agree to stop. Researchers who study it have argued for years that it needs oversight before it needs deployment.
Cloud seeding over a Texas county is a different scale of activity by several orders of magnitude, and researchers in the field have said the conflation is now impeding legitimate work — restricting atmospheric measurement, chilling the study of interventions that may eventually matter, and making it harder to gather the data that would settle the questions being asked.
What the Kerr County flood supplied was not evidence. It was proximity: a real company, a real flight, a real logbook entry, two days and 150 miles from a catastrophe that killed children. Every element of that is verifiable, which is what has made the connection between them so difficult to dislodge.
