Overview
HAARP was a research program designed to study the ionosphere. Conspiracy theorists, however, allege that its powerful radio transmitters can manipulate the jet stream to cause droughts, hurricanes, and even trigger tectonic plates.
Rebuttals
Scientists state the energy levels used by HAARP are far too low to affect weather systems, and the program transitioned from the military to the University of Alaska Fairbanks in 2015.
