The Controlled Reset Theory argues that Y2K remediation was not just a defensive scramble to prevent date failures. Instead, it claims the millennium bug became the pretext for a managed reset of software infrastructure. Under this theory, the real purpose of the panic was to compel businesses, banks, utilities, and public institutions to accept updates and system changes they would otherwise have resisted.
