Israel, though never officially acknowledging possession of nuclear weapons, was widely believed by intelligence analysts to have developed a nuclear arsenal. The panel noted that the Vela 6911 satellite was aging and that one of its two bhangmeters had already failed, potentially compromising the reliability of its readings.

Many scientists and analysts have contested this conclusion. Critics pointed out that in the entire history of the Vela program, no satellite had ever produced a false positive from a meteoroid strike despite operating in an environment where such strikes were possible. The Defense Intelligence Agency and other elements of the intelligence community reportedly dissented from the panel's findings and maintained that the event was more consistent with a nuclear test. The Israel–South Africa Hypothesis

The most widely discussed explanation among analysts and historians holds that the 1979 flash represented a joint nuclear test conducted by Israel and South Africa. Proponents of this view argue that both countries had motivation, capability, and geographic opportunity. South Africa possessed uranium enrichment facilities and had pursued an indigenous nuclear weapons program. Israel was broadly assessed by Western intelligence agencies to have achieved nuclear weapons capability by the mid-1970s.

President Jimmy Carter wrote in his personal diary that there was a "growing belief" among his scientists that Israel had conducted a nuclear test, according to accounts that emerged in subsequent decades. Unnamed intelligence officials cited in journalistic investigations over the years alleged that an Israeli naval vessel was operating in the southern ocean at the time of the event, though this claim has not been independently confirmed from declassified sources. South African political figures interviewed after the end of apartheid have made statements that some researchers interpret as implicit acknowledgment of nuclear cooperation with Israel, though no South African official has explicitly confirmed involvement in the 1979 event.

Official Position

The United States government has never officially confirmed that the 1979 Vela event was a nuclear detonation. The Ruina panel's inconclusive finding — that the event "might have been" a nuclear explosion but that the meteoroid hypothesis could not be ruled out — has remained the public U.S. position. Neither Israel nor South Africa has ever acknowledged conducting a nuclear test on September 22, 1979.
