ELF Mind Control and the Sanguine Antennas

Overview

The physics is the whole story, and it is not in dispute. Seawater blocks radio. A submarine that wants to receive an ordinary signal has to come shallow or stream an antenna near the surface, and a ballistic missile submarine that does either has given away the one thing it exists to protect — its position. Extremely low frequency waves, in the 30 to 300 hertz band, go through hundreds of metres of ocean. They are also, at those wavelengths, brutally difficult to transmit: an efficient antenna would need to be tens of miles long, and the data rate is close to nothing.

The Navy went ahead anyway, and the result was a buried grid across the northern woods that has been argued about ever since.

Sanguine

The 1968 proposal was enormous. Project Sanguine as originally conceived would have laid roughly 6,000 miles of buried cable in a rectangular grid covering 22,500 square miles — about two-fifths of the state of Wisconsin — fed by something on the order of 100 underground power plants drawing hundreds of megawatts. The cost ran to billions.

It did not survive contact with Wisconsin. Environmental groups objected to the ground currents and electromagnetic fields; antiwar groups objected to a nuclear command system in their forests; local politics turned hard against it. An attempt to move the concept to the Llano Uplift in Texas ran into its own opposition. The project was cut down, renamed Seafarer in the mid-1970s, cut down again, and eventually built as something far smaller called Project ELF.

What was actually constructed amounted to about 84 miles of antenna line at two sites — a facility at Clam Lake, Wisconsin dating from 1969 as a test installation, and a second at Republic, Michigan. Testing began in 1982, full operation was declared in 1989, and the two transmitters together drew about 2.6 megawatts to radiate roughly 8 watts of ELF. The system worked at 76 hertz.

Fifteen Minutes for Three Letters

The operational reality is the detail that most changes how the story reads. Project ELF could not carry a conversation, an order, or a target. Transmitting a single three-letter code group took about fifteen minutes. There was no voice capability and never could be.

Its function was to ring a bell. A submarine at depth would receive a short code telling it to come up to antenna depth and collect a real message by satellite or conventional radio. That was the mission: a doorbell for the deterrent, running at enormous cost and glacial speed because the alternative was surfacing on a schedule an adversary could learn.

The Navy shut it down in 2004, judging that improvements in very low frequency systems had made it unnecessary.

Where the Other Reading Came From

The mind-control interpretation did not arrive from nowhere, and its ingredients were mostly supplied by the programme itself.

A long environmental fight had, for years, put the health effects of extremely low frequency fields into the public record as a legitimate open question. Studies were commissioned and litigated over; protesters cut down transmission poles on five separate occasions. The subject of "what do ELF fields do to living tissue" was, in other words, an official topic before it was a fringe one.

The frequency band helped too. The Schumann resonances — the standing electromagnetic waves in the cavity between the Earth's surface and the ionosphere — sit near 7.83 hertz, and human EEG rhythms are measured in the same rough numerical neighbourhood. That two unrelated phenomena are described in similar-sounding numbers is a coincidence of units, but it is a very suggestive coincidence, and a great deal of the literature rests on it.

And there was the Moscow Signal: from the early 1950s the Soviets directed microwaves at the US Embassy in Moscow, a genuine and long-classified episode that produced real American research programmes into the biological effects of electromagnetic radiation. A government that studies whether beams can affect people is a government that can be argued to have found out.

GWEN

When Project ELF wound down, the framework moved intact onto a different set of structures. The Ground Wave Emergency Network was a system of relay towers built in the 1980s to carry nuclear command traffic by ground wave in the aftermath of a high-altitude detonation, when the ionosphere would be too disturbed for ordinary radio. It was largely decommissioned by the end of the 1990s.

In the theory it became a national mind-control grid: several hundred towers, each said to project a field over a radius of hundreds of miles, with copper ground systems fanning out beneath them, bathing the country in a magnetic field that reached into basements. The physical objection is straightforward — GWEN operated in the low frequency band, and an antenna capable of radiating true ELF would have to be larger than the towers by a factor that puts it in a different category of structure entirely — but by then the towers were coming down, which was read as the network going underground rather than being retired.

The Standing Question

What makes this cluster durable is that the sceptical account requires accepting an odd proposition: that the Navy spent decades and a great deal of money on a system whose entire output was the ability to say three letters every quarter of an hour. That is true, and it is also exactly the kind of true thing that sounds like a cover story.

The programme's own documents are largely open now. The Seafarer records sit in a university archive in Michigan; the engineering was published in the open literature at the time. What the record supports is an expensive, slow, physically enormous doorbell. What it has never been able to do is disprove the more interesting version, because the buried cable is still down there and the argument was never really about data rates.
