  This theory claimed that Congressman Leo Ryan was not simply killed by Peoples Temple gunmen during the Jonestown crisis, but was deliberately set up for assassination by the CIA or related covert actors using the Temple as operational cover. In stronger versions, Ryan was targeted because of his history of challenging government secrecy, his role in intelligence oversight politics, or his willingness to investigate abuses others preferred left untouched. The historical record confirms that Ryan traveled to Guyana in November 1978 to investigate reports that U.S. citizens were being held against their will, that he and his party were warned Jones viewed them as adversaries, and that he was murdered at the Port Kaituma airstrip by Temple assailants.
